I've found out that, English Language schools at Britain have already inculcated both non-rhotic as well as rhotic accents in their curriculum; the former with British or Australian instructors at the helm while in the latter, the instructors must be American. If you like to emulate what you have been seeing on Sky News, then take the British English program but if you like to emulate what you have been seeing on Fox, then take the American English program.

You don't learn an accent - you pick it up from the people you live with and spend time around. So if a Ukrainian student studied in, say, Glasgow but at a school which teaches 'FOX' phonetics, they would still come home with Scottish pronunciation and vocab. If they stayed in Ukraine, not even the best tapes or books would help them lose the Slavonic accent.

Transliterating the Russian 'a' as 'e' (Менхеттен etc.) just gives Ukrainian's English an American 'starting point'.
