I am a US citizen with a background in the chemical production and oil/gas processing (midstream/downstream) industries. I have a BS in Chemical Engineering and an MBA. I speak basic Russian and am currently working towards fluency. I have a strong desire to work and/or live in a Russian speaking country, with Ukraine being my primary choice. Does anyone know of a company or recruiter that could help me locate a job in these industries in Ukraine or Russia? I know there are oil refineries in Kherson and Odessa, but I have been unable to locate contact info for either of them. I would consider using my experience and talents in other areas if the right opportunity presented itself. I also have experience with environmental/health/safety in a manufacturing environment as well as excellent business skills. Any assistance you could provide would be greatly appreciated.

Yes Kherson has an oil plant, but I dont guess your idea is reaally nice.
UKraine has no god salary and yo will not get good money for your job.

I'd say a job market for expats have been shrinking for years so now you have to either have pretty unique skills (which doesn't appear to be the case) or compete with domestic specialists for typical domestic salaries (which you'd not like, I guess) . By the way,  that fact you will need a work permit and you will not speak fluent Russian for a while makes you less attractive, other things being equal.

EHS experience may be usefull if you're lucky enough to find job in a big western FMCG-company like "Coca-Cola" or "Philip Morris". You can start from their web-sites to find local offices.
