Since 1991 Ukraine has issued about 750,000 Ukrainian citizenships to foreign born nationals. In this process however about 34,000 have been rejected by Ukraine - not fit or qualified - to get Ukrainian citizenship. Who are these rejects?

1)  African nationals trying to escape powerty and starvation on the black continent?  Huh
2)  Muslims not qualifying because of their faith?  Huh
3)  Foreigners without any education or other "assets" to bring to Ukraine society?  Huh
4)  Foreingers married to Ukrainians out of convenience to try to obtain citizenship?  Huh
5)  Asian people seen taking over the outdoors markets in Kyiv, Khakriv, Odessa and the like?  Huh
6)  Russians or Belarussians who want to move to a country with free speach and more personal freedom?  Huh

Who are the rejects Ukraine doesn't want as their new citizens? Who are the ones that qualify? Ukraine does not allow dual citizenship so the newcomers to Ukrainian citizenship are giving up "something".  Huh

Full list is on the Ukrainian Government website as to what criteria must be met to get this status.  It is a similar policy to that of the any government so the rejects from Ukraine will be the same as those from the USA, UK, Germany, France, Italy, Spain, Portugal, France etc. etc. etc.

Also Ukraine may not do "dual citizenship" but I know many with both genuine Russian AND Ukrainian passports and also genuine Greek AND Ukrainian passports (the later being in vogue at present).  They may not have dual nationality "officially" but who is to know when a passport (from whichever country) is presented at a crossing point?  Shocked

I even know of someone leaving Ukraine and having an exit stamp placed in one passport, producing the other on entry and being asked where is the exit stamp, at which point they provided the other passport -story from their own lips and showed me both passports to add credance to their tale Roll Eyes

I am aware of that many carry also a Russian passport escpecially people in Khakriv and Donetsk close to Russian borders but keep telling me it is a big secret. As you say, Ukraine does not tolerate or accept dual citizenship. As for switching passports in front of a Ukrainian immigration officer, even done so by a Ukrainian is dangerous and can easily get the person in serious trouble. I would do it more discret. I would think that requirements and the reject resons are different for Ukraine compared to the USA. I don't think Ukraine takes asylum seekers like the USA does?
